34 Dogs and 7 Ferrets Rescued from Appalling Conditions in Bethel Area

Prosecutor’s Office Commends Animal Wardens After Dozens of Animals Rescued from Neglect
Clermont County Prosecuting Attorney, Mark J. Tekulve, announces that on May 2, 2025, Deputy Dog Warden Sara Steele responded to a report from a private citizen in the Bethel area who had found a stray dog in extremely poor condition. The dog was urine-stained and severely matted. After a social media post was shared in an attempt to locate the owner, Christopher Davis came forward and provided an address for the dog’s return.
Upon arriving at the residence, Deputy Warden Steele immediately observed serious concerns related to odor and environmental conditions. These initial observations prompted a broader investigation.
Thanks to the compassion of the reporting citizen and the outstanding work of Clermont County’s Animal Wardens, 34 dogs and 7 ferrets were rescued from appalling conditions. We are pleased to report that all of the animals are expected to make full recoveries.
Davis has been charged with numerous counts of cruelty to animals. Davis’s three roommates, Terri Sprague, Vicki Miller and Anthony Miller have also been charged with cruelty to animals.
As this remains an active investigation, no further comment will be made at this time.
