Jackson Township Man Indicted on 44 Counts Including Child Rape and Sexual Exploitation

FOR IMMEDIATE RELEASE: June 25, 2025

Clermont County Prosecutor Mark J. Tekulve announced that a Clermont County Grand Jury returned a direct indictment against James R. Blair, age 40, of Jackson Township, Ohio. Blair was indicted yesterday, June 24, 2025, on a total of 44 counts: 16 counts of Rape of a child, 5 of those Rape charges each carry 25 years to life in prison; 10 counts of Sexual Battery; 4 counts of Pandering Sexually-Oriented Matter Involving a Minor; 5 counts of Illegal Use of a Minor in Nudity-Oriented Material or Performance; 4 Counts of Endangering Children; 2 counts of Grooming; and, 3 counts of Corrupting Another with Drugs.

When she was just 7 years old, Blair began grooming the victim. As early as 11 years of age, he provided her with alcohol and marijuana to get her to comply with his repeated orders that she take nude photos and videos of herself. Those orders escalated to demands of videos of sexual conduct. Again, Blair’s demands progressed to engaging in various sexual acts with this child, while he recorded it, beginning when she was just 11 years old. If convicted, Blair could spend the rest of his life in prison.

The Clermont County Sheriff’s Office is continuing to investigate Blair for the homemade Child Sexual Abuse Material (CSAM) with this same victim that was found on his cell phone, along with CSAM involving other children.
